The Grand Supreme Kai (大界王神, Dai Kaiōshin; lit. "Grand Kaioshin" or "Grand God King of the Worlds") is the highest of all Kaiōshin and rules over the entire universe. As the head of the four cardinal Kaiōshin, whom hold dominion over the mortal Kai, it is his job to uphold peace and order throughout the worlds. He typically allows others to address him as Utsūgi (津木, Utsuugi), though his real name, should he have one, is unknown. Unlike most Kaiōshin, whom lack combative abilities, Utsūgi is an ancient and wise martial arts master whom possesses fearsome knowledge in both theory and application. He is the one who created the Kamehameha technique, claiming that it is meant to be a tool of protecting the innocent.

The Kamehameha (かめはめ波, Turtle Devastation Wave) technique, otherwise known as the Kamehameha Wave, is a powerful energy blast technique that was invented by Utsūgi and then passed down through the generations, becoming a very well-known technique in modern times.
The Spirit Wave (気周波, Reishūha), also known as the Spirit Flow technique, is one of the three special powers developed by the Grand Supreme Kai. Unlike the other two, the Spirit Wave technique has never been passed down to another person. According to Utsūgi, it is the penultimate technique that reconciles the physical martial arts and the spiritual ki abilities.
Behind the ScenesEdit
Instead of recreating Seireitou onto this wiki, I've decided to instead go in a different direction. Ideally, I'm hoping for him to play a similar role with Raian Getsueikirite as King Kai does with Goku in the original series, should Tenny want to do so.
According to the author, the Grand Supreme Kai would be voiced in japanese by Sugita Tomokazu, the seiyū for Gintoki Sakata from Gin Tama. He would be voiced in english dub by John Burmeier, the voice actor for Takehito Asama from Sekirei: Pure Engagement and Kurama from Yu Yu Hakusho. His theme song, as chosen by his author, is "Hero" by Doa.
